PGL introduce $30,000 fines for teams that withdraw from its CS2 events

PGL's 2027 rulebook adds financial penalties, including a fixed $30,000 fine, for teams that pull out of its Counter-Strike 2 events after their place is confirmed. The organiser says it wants a more professional scene at a time when teams increasingly plan their calendars around Valve Regional Standings points.

PGL has added financial penalties to its 2027 Counter-Strike 2 rulebook. Any organisation whose team withdraws from a PGL main event after its place has been confirmed will now face a fixed fine of $30,000.

When asked about the change, PGL CEO Silviu Stroie kept his answer short: "This is done to create a more professional scene." The rule is aimed at teams that sign up for tournaments and then drop out depending on their ranking needs, which happens most during the push to qualify for a Major.

What the new rules say

An organisation that withdraws a confirmed team now faces several consequences:

  • A fixed $30,000 fine
  • Full reimbursement to PGL for arrangements already made for the team, such as flights and accommodation
  • Covering the costs of the replacement team
  • No direct VRS invite to the next PGL event for which invitations are sent

Not all of this is new. The clause that stops withdrawing teams from getting a direct VRS invite to the next PGL event was already in earlier rulebooks, and PGL has had reimbursement rules before. The big change is the fixed fine, which makes pulling out of a PGL event a clear financial cost.

The exceptions

Two situations are exempt from both the fine and the reimbursement: a documented medical emergency, and a visa refusal outside the team's control that is backed by official documentation. A refusal caused by a late or incomplete application does not count, so teams cannot use their own paperwork mistakes to avoid the penalty.

Why PGL is acting now

The problem has grown as a side effect of the Valve Regional Standings, the ranking system that teams rely on for invitations and for their path to the Majors. Because points matter so much, some teams treat tournament sign-ups as provisional and drop out when another event suits their ranking better.

Withdrawals linked to the VRS have caused trouble before. In April 2025, Lynn Vision pulled out of the PGL Astana qualifier in protest at what they saw as serious flaws in the system. PGL has also tried this kind of deterrent before: a replacement fine was in place at PGL Astana 2026 before it was removed.

When the fines could take effect

The start date is not certain. Exclusion rules have to be included in the additional information submitted ten months before an event, which suggests the new fines may only apply from PGL's fifth event of 2027, scheduled for 4 to 12 September. PGL has not confirmed this reading.

Even so, teams that withdraw from PGL's first four events of 2027 could still be excluded under the additional information already published for those tournaments. Whichever date applies, the message to organisations is clear: once their place at a PGL event is confirmed, pulling out will cost them.

Frequently asked questions

How much will teams be fined for withdrawing from a PGL event?

The 2027 rulebook sets a fixed $30,000 fine for organisations whose team withdraws after its place is confirmed. They must also repay costs such as flights and accommodation and pay for the replacement team.

Are there any exceptions?

Yes. The fine and reimbursement do not apply to a documented medical emergency or to a documented visa refusal outside the team's control. A refusal caused by a late or incomplete application does not qualify.

Why has PGL introduced the fine?

PGL CEO Silviu Stroie said it is meant to create a more professional scene. It targets teams that sign up for events and then withdraw depending on their Valve Regional Standings needs, especially during Major qualification.

When will the fines start?

That has not been confirmed. Because exclusion rules must be submitted ten months before an event, the fines may only apply from PGL's fifth event of 2027, scheduled for 4 to 12 September.
